This is a report of a workshop, ‘New face of TAFE’, convened by the Employment and Skills Formation Council (EFSC) of the National Board of Employment, Education and Training (NBEET) and held in Melbourne on 9-10 October, 1989. The workshop aimed to highlight examples of TAFE-industry collaboration and foster increased and more active collaboration by: developing TAFE teachers’ skills in research; encouraging action oriented research in association with industry, and; developing TAFE teacher skills and strategies. Competency-based standards have a number of uses for professions. The development of these standards in the TAFE teaching profession could provide invaluable information to improve TAFE teacher training, and could be used to recognise the skills developed both formally and informally by teachers during their career. This paper suggests how competency-based standards can be used to improve training for TAFE teachers by maximising skill acquisition in the training program. It will focus on that component of the training program designed to increase teaching related skills. There are a number of unique features of TAFE teachers in training. Competency-based standards provide information which, coupled with these unique features can be used to increase the competency levels of all TAFE teachers undertaking training and the effectiveness of the training program. The purpose of this study was to identify the extent to which the needs of overseas students enrolled in the Queensland TAFE system are being met and to make suggestions to improve the student support services from the viewpoints of recruiting, enrolling, educating and servicing the full-fee paying overseas students in vocational and technical education in Australia. The study found that the overseas students program in Queensland TAFE was successful in terms of achieving its targeted enrolment and it is reaching its potential capability. However some TAFE colleges have yet to make a real commitment to contribute to the overseas student programs other than an involvement simply for financial gain. State and Territory administrative units and participating TAFE colleges need to develop joint strategic, long-term and annual plans of action outlining functional roles and responsibilities, and strategies for marketing and recruitment, market research, commitment for offering popular courses, revenue sharing, efficiency and effectiveness indicators, accountability, educational, social and economic impacts, administration and management, support services and the satisfaction of the overseas students. The study suggests that competency in English and motivation make a significant difference in overcoming problems. Show less

As a consequence of growing concern about the training of those responsible for the care of older people and the provision of residential care in New Zealand, an allocation of funds was made available by the government to promote curricula development and coordinated training programs on residential care for older people. This paper describes and comments upon the subsequent development and implementation of a series of nationally prescribed, competency-based courses for training rest home staff. The research team, working from a training needs analysis established a philosophy, aims, competencies and skills with the resultant eight competencies based on a broad set of inter-related attitudinal, intellectual and psychomotor skills. A competencies and skills chart, together with a skills development profile, were developed using the desired outcomes as a starting point. Show less

This article reports on study conducted within the SA Department of TAFE in 1988, which was concerned with clarifying some of the ambiguous research findings about women in senior administration. It resulted in a more specific understanding of how individual and organisational factors have been perceived by a small sample of male and female senior educational administrators, to affect their career development. The findings suggested that future research should further investigate the identified attitudinal and structural barriers to women’s career development. Show less

This paper examines misconceptions about the amount and relevance of higher educational research relating to contemporary concerns in vocational education. It illustrates the relevance and accessibility of both international research over the last 100 years and national research explicitly directed at the very concerns of question. The author’s own work is used to demonstrate direct relevance and accessibility of the research. The paper questions the reasons why such misconceptions may have arisen and suggests that they may relate to cyclical patterns in educational concerns and the empowering and disempowering effects of the official discourse which accompanies activity in each cycle. The advent and introduction of the Australian Traineeship Scheme (ATS) represented enormous change within this area of educational policy and has been and still is highly contested and discussed particularly within the spheres of both vocational education and technical and further education. This paper describes a TAFE National Centre for Research and Development curriculum project in which a series of problem-solving exercises called ‘skills units for use by teachers, supervisors, students and trainees in the hospitality industry’ were developed. The project aimed to define a set of skills applicable across a range of occupations and to find an effective method for teaching those skills. It was anticipated that this would lead to the teaching of a common core of skills.
The paper outlines the theoretical framework within which the skills units were developed, describes the structure of the skills units, and the future of the skills units approach. It also discusses the difficulty experienced demonstrating that skill transfer occurs as a result of the units; hence the change from ‘transferable skill’ to ‘problem-solving skill’. Show less
